6.05 ha Historic Property in Rapla Parish
Description
6.05 HA FOREST PROPERTY WITH THE POSSIBILITY TO BUILD A PRIVATE HOME IN RÖA, RAPLA PARISH
For sale is the Jõulu property, a 6.05-hectare plot located in Röa village, Rapla Parish. This is a property with an interesting historical background and a designated building area planned for a private residence and two auxiliary buildings.
Predominantly covered by forest, the property offers a high level of privacy and the opportunity to create a distinctive home surrounded by nature. The extensive land area is particularly suitable for a buyer who values forest, space and considerably more privacy than a conventional residential plot can offer.
PLANNED PRIVATE RESIDENCE AND TWO AUXILIARY BUILDINGS
In 2023, an application was submitted to Rapla Municipality for the construction of:
a private residence with a building footprint of up to 150 m²;
an auxiliary building with a building footprint of less than 20 m² and a height of less than 5 metres;
a garage with a building footprint of less than 20 m² and a height of less than 5 metres.
Design specifications No. 2311802/02730 have been issued for the property for the planning of a private residence, two auxiliary buildings and the necessary supporting structures. According to the documents, the design specifications are valid until 18 July 2028.
The new building area is located in the northern part of the property, between the ruins of the former inn and the buildings of the Vanavärava farmstead. The buildings must be designed as a compact group and in harmony with the natural character of the surrounding area.
A PROPERTY WITH A HISTORICAL BACKGROUND
The ruins of the former Härja, also known as Purila Inn, are located on the property. According to information provided by the owner, the earliest records of the inn date back to 1782.
The property has an interesting cultural history and has been associated with several people connected to Estonian education and cultural life, including educator and folklore collector Kaleph Jõulu and guitarist and educator Heiki Mätlik.
In the Estonian Building Register, the former inn is recorded as a residential building with a building footprint of 534 m². Today, mainly the walls and cellar remain.
NATURAL AND PRIVATE ENVIRONMENT
The Jõulu property is located within a green network area. At least 70% of the existing high vegetation must be preserved when planning construction, and activities that could interfere with the functioning of the green network and the future wildlife crossing must be avoided.
When planning buildings and structures:
high-quality materials suitable for the area must be used;
imitation finishing materials should be avoided;
an appropriate wastewater treatment solution must be provided;
the conditions applicable to an unprotected groundwater area must be taken into account;
continuous fencing that could obstruct the wildlife crossing entrance or the movement of animals must be avoided.
ACCESS AND UTILITIES
The property borders national road No. 14, Kose–Purila Road. The access solution must be coordinated with the Estonian Transport Administration during the preparation of the building design, taking into account all applicable traffic safety requirements.
Underground electricity cables are located on and near the property. Technical conditions for electricity supply and connection possibilities must be confirmed with the relevant network operator.
Water supply and wastewater solutions must be provided locally in accordance with applicable requirements.
According to the preliminary design for the widening of the national road, the Töngi wildlife crossing is planned in the area of the former inn. For this reason, the building area for the new private residence has been designated away from the ruins, in another part of the property.
